The regional ledger

From the editor

A public promise should have a public ledger.

“A capital plan earns trust when residents can follow a dollar from authorization to service.”

The cost of a project is more than its ribbon-cutting

When a municipality borrows for a busway, a stormwater system or a public fiber ring, the headline figure is the principal. Residents ultimately experience a longer chain: interest, repayment timing, operating costs and the service the asset makes possible.

This issue follows that chain through a practical lens. Our debt-service calculator turns a sample bond into an estimated annual cost per household, while the regional scorecard sets transit, port, broadband and workforce questions alongside one another. These are planning tools, not forecasts or investment advice; local bond documents and adopted budgets remain the controlling record.

The useful question is not whether public borrowing is inherently good or bad. It is whether the purpose, terms, procurement record and expected public benefit can be examined together before commitments harden.
