Regional mobility is an operating system shared by freight, commuters and the port economy. A capital plan that isolates one asset can miss the queue, transfer or power connection that determines whether the investment works.
Freight rail bottlenecks are measured in interfaces
At-grade crossings, bridge clearances, dispatch windows and terminal access can each constrain a corridor. Public reporting is clearest when it separates infrastructure capacity from operating choices: publish delay causes, recurring slow orders and the share of freight movements affected. A grade-separation proposal should identify the conflict it removes and the agency responsible for the connecting track.
Container electrification starts with the utility map
Shore power and equipment charging require coordinated load forecasts, berth schedules and utility upgrades. A port authority can publish phased connection targets, expected vessel calls served and the source of each capital contribution. Those measures make it possible to distinguish installed capacity from actual use.
Farebox recovery needs a corridor definition
Farebox recovery compares passenger fare revenue with a defined operating-cost base. Comparisons across commuter rail corridors become misleading when accounting periods, service patterns, or treatment of capital costs differ. Publish the formula, period and denominator alongside the ratio; pair it with service frequency and ridership so that a single percentage does not stand in for network value.
A practical public scorecard
For each corridor, report on-time performance, freight delay causes, passenger trips, terminal power readiness and project milestones on the same calendar. A corridor-level view helps elected officials see where a grant, bond issue or operating agreement can relieve a specific constraint.
