Procurement & civic audit standards

An open contract is a record residents can follow

Procurement is where a capital plan becomes a sequence of decisions: who was invited, what was offered, why a vendor was selected and how the agreement changed. Publishing that sequence in a consistent format gives residents, auditors and bidders a common record.

Use OCDS as a publication framework

The Open Contracting Data Standard (OCDS) provides a structured way to publish contracting information across planning, tender, award, contract and implementation stages. A municipality can begin with stable identifiers, dates, values, procurement method and award rationale, then connect amendments and delivery milestones to the original record.

Competitive sealed bidding sets a baseline

A competitive sealed process typically defines specifications in advance, invites offers and documents evaluation against stated criteria. The public record should preserve solicitation documents, addenda, bid openings, award decisions and the contract itself, subject to lawful redactions. Clear change control matters because the executed agreement can diverge from the original award.

Sole-source changes need a specific explanation

Urgency, compatibility or a genuinely limited supplier market may support a noncompetitive action under applicable rules. The file should identify the authority, factual basis, scope, price analysis and approving official. Repeated amendments that materially expand scope deserve heightened scrutiny and a clear explanation of why a new competition was not practical.

Independent oversight needs access and follow-through

An inspector general or independent auditor needs timely access to source records, a protected reporting channel and a process for tracking findings to resolution. Publish audit plans, recommendations and management responses when law permits. Oversight is strongest when findings lead to corrected controls and when the public can see whether agreed actions were completed.

A minimum contract file

Maintain one public contract identifier across the solicitation, award, signed agreement, amendments, invoices and final delivery report. State what is withheld and why, preserve version history and make correction dates visible. These habits turn disclosure from a one-time announcement into a usable civic record.
